Either a typo in the id, or a dependency on work that was discussed and never filed. The second is the common one and the reason this is a decision rather than a fix.

What it means

The dep is in neither file, so nothing can say whether it is done — and a token nothing carries is as likely a typo as a deletion.

Two or more doors are open and which one is right is a judgement about the work.

What closes it

• roadkeep amend … --dep … — the dep was mistyped; state the right one
• roadkeep gaps — read where the id went before deciding it is gone (reads only)
