Threatinternal: the six reopenings were measured in a repository the source does not name, by the researcher's own tool

Rationale: a block that carried 131 recorded entries was declared closed and reopened six times, "every close a count reaching zero", because its definition of done had lived in a rationale section that shipping deleted (F106, R2/S3). The reopenings were not in winwright, which adopted the remedy on its first day with this reason and records no reopened block; they are recorded in roadkeep's sources of a repository using it. A block is finished, in the glossary's sense, when nothing is open, and that state does not say the block's purpose was met. A block closes when criteria written for it, kept where shipping does not delete them (PG-4), are met. roadkeep keeps them as a list that a ship never deletes, and winwright pairs each criterion with the case that demonstrates it.
